Mobile Computer-Based Law Enforcement Solution

Background
Traffic jam is a common scene in every city of the world and African countries are not different from this. Economic growth has brought more car owners in Africa which fills the road with lots of cars. Thus, the number of traffic violation cases has also increased. The existing system of traffic violation monitoring is manual and a handwritten challan is issued to the violator. Detection is completely based on human skills which may lead to human errors. However, a mobile computer-based solution is available to solve these issues.

Challenges
  1. Every human has a different level of skill and 100% accuracy cannot be expected from every human being, especially in identifying fake licenses & documents.
  2. Current law enforcement system is not available in real-time. This may endanger the safety of people on the road.
  3. Multiple entries of the challan are required. First, a handwritten challan is issued to the violator and then enter in the main database manually. It takes long of time and working hours of employees.
  4. There is a lack of communication between different checkpoints. The data and information could not be synchronized timely and result in communication delay in the scenario of a security breach.
  5. It is not possible to track on duty beat officer location. Authority has to rely on beat officer report for this.

Application Details

Intelligent Inspection
Police started driver identification by using Chainway’s C5000 mobile computer.  Police could scan an HF tag or 2D barcode printed on driver license and obtained detail information about the driver. This confirmed driver authenticity and his past records.

Mobile Patrol
A combination of technologies such as RFID and GPS had ensured the regular mobile patrolling. Back office staff could monitor the live location of their officers with a mobile computer and ensured their safety in an emergency situation.

The penalty for Traffic Violations
C5000 Mobile computer helped the police officer to prepare the challan for a driver violated traffic rules & regulations at anytime, anywhere. Moreover, challan data could be captured automatically and transferred to the main server.


Solutions
An identification project was initiated by the police department of this country. The project contained a combination of technology such as Barcoding, High-Frequency RFID and fingerprint scanning. Police implemented this project for law enforcement at a beat level where C5000 mobile computers were allocated to beat officers for identification of a person violated the traffic rules. The officer could print the challan instantly and update the information in the central database via a wireless network. Thus, information was available in real-time and back-office staff could also easily monitor the activity of beat officer in the field. Their duties and location could be easily assigned and communicated via mobile computers.

 Effects
  1. Police force efficiency has improved significantly by this solution. Proper vigilance and duty allocation have made the officers available at the duty location. With automatic identification technology, the error rate has also come down.
  2. In the event of an accident, a real-time record could be taken for references.
  3. New technology has also reduced traffic violation cases. Accurate identification could easily detect the fake driving license.
